Chief Charles H. Hinnant

Cumberland City Police Department Chief Charles H. Hinnant is a 43-year law enforcement veteran. This professional law enforcement experience includes serving in State, County and City law enforcement agencies.

Chief Hinnant began his law enforcement career January 3, 1972 as a member of the Maryland State Police 68th Academy Class. During his tenure he served as a Patrol Trooper, Criminal Investigator, Covert Narcotics Investigator, Criminal Investigation Division Supervisor, Barrack Commander, Division Commander and Region Commander, retiring January 1, 2001 at the rank of Major.

The following day he was sworn in as the County Investigator for the Allegany County State’s Attorney’s Office and served as the Operations Supervisor for the Combined County Criminal Investigation (C3I) Unit. In this capacity Chief Hinnant provided the day-to-day supervision to 18 investigators and two civilian employees assigned to the unit from the Maryland State Police, Cumberland Police Department, Allegany County Sheriff’s Office, Frostburg Police Department and the Frostburg State University Police Department.

On November 27, 2006 he was appointed Chief of Police for the Cumberland City Police Department. Chief Hinnant currently directs and supervises the daily activity of 54 sworn law enforcement officers, two code enforcement officers, seven parking authority employees and four civilians assigned to the police department. He manages a combined operating budget of six million dollars. 

In addition, Chief Hinnant currently serves as the Chairman of the Maryland Municipal League Police Executive Association, Vice-Chairman Maryland Police Training Commission and Vice-Chairman of the Allegany County Combined Criminal Investigation (C3I) Unit Advisory Board.

Captain Greg Leake

Captain Greg Leake joined the ranks of the Cumberland Police Department in 1994 after graduating from the Hagerstown Police Academy.  Capt. Leake was one of the original members of the Cumberland Emergency Response Team and became the team commander for several years.  He has also held the position of Field Training Officer and general instructor.   Capt. Leake has held the ranks of Corporal, Sergeant and Lieutenant before being promoted to the rank of Captain in 2010.  He currently oversees the administrative and operational functions of the department. 

Captain Leake graduated from Frostburg State University in 1988 with a Bachelor of Science Degree.

Lieutenant Brian Lepley

 

Lt. Lepley currently has over twenty four years of Law Enforcement experience, twenty years with the Cumberland Police Department, and four years as an active duty U.S Army Military Police Officer.

Lt. Lepley joined the Cumberland Police Department in 1995 and graduated from the Eastern Shore Criminal Justice Academy.  Lt. Lepley was one of the original members of the Cumberland Emergency Response Team (CERT), Motorcycle Officer, Drug Interdiction Officer, Domestic Violence team member and supervisor, Instructor and Patrol Officer and Patrol Supervisor. Lt. Lepley has held the ranks of Corporal, Sergeant and currently holds the rank of Lieutenant. Lt. Lepley is currently the Criminal Supervisor and Commander of the Cumberland Emergency Response Team. Lt. Lepley is also a former Patrol Commander and Training coordinator. 

Lt. Lepley has been fortunate to have been selected to attend two of the most prestigious Law Enforcement management and leadership schools in the world, the F.B.I National Academy and Northwestern University, School of Police Staff and Command.  Lt. Lepley also earned a Bachelor’s Degree in Criminal Justice.

Lt. Lepley is a current member of the following organizations, Fraternal Order of Police Lodge # 90, FBINA Maryland Delaware Chapter,  East Gate Lodge 216 AF&AM, Shriner’s International and the South Cumberland Business and Civic Association and the Allegany County Republican Central Committee.

Lieutenant Robert "Rocky" Reed

Lt. Rocky Reed has been with the Cumberland Police Department since 1994 and graduated from the Eastern Shore Criminal Justice Academy. Lt.Reed was a K-9 Officer/Adminstrator handling a patrol/naroctics dog, bloodhound, and a narcotics dog for 15 yrs. Lt. Reed was  in the  Community Policing Unit, Breath Test Supervisor/Operator,r, handled State Highway grants and Taser Instructor. Currently he is the Administrative Lieutenant overseeing the Quartermaster and Fleet Management. Lt. Reed is a graduate of the FBI National Academy and Northwestern School of Police Staff and Command.

Lieutenant Chuck Ternent

Lt. Chuck Ternent joined the Cumberland Police Department in 1992 and is currently assigned as the Department’s Accreditation Manager. Lt. Ternent serve for many years as a Detective assigned to the Allegany County Combined Criminal Investigation Unit C3I.  In 2003, Lt. Ternent was promoted to the rank of Sergeant and was assigned a patrol shift. In 2012, Chuck was promoted to the rank of Lieutenant as was assigned as the department’s Accreditation Manager.  In March of 2015, the department was successfully awarded full accreditation status through the Commission for the Accreditation in Law Enforcement Agencies. 

Lt. Ternent is a 2008 graduate of the Johns Hopkins University Police Executive Leadership Program Session XIII and holds a Master’s Degree in Management from Johns Hopkins University as well as a Bachelor’s Degree from Frostburg University and Associate’s Degree from Allegany College.

Lieutenant James Burt

​​Lt. James Burt has been with the Cumberland Police Department since 2002 and graduated from the Eastern Shore Criminal Justice Academy.  Lt Burt has a General Instructor certificate through MPCTC.  Lt Burt is a Firearms Instructor, Radar and Laser Instructor.  Lt Burt is a certified patrol bicycle operator.  Lt Burt has held the ranks of Corporal, Sergeant and currently holds the rank of Lieutenant.   Lt Burt is currently the Patrol Commander and Training Coordinator for CPD.  Lt Burt was awarded the Officer of the year award for the year of 2005.  Lt Burt has also won the departments Top Gun Award four times during his career.
