NOTICE TO BIDDERS
CITY OF CUMBERLAND, MARYLAND
EVITTS CREEK CSO UPGRADES PHASE 1A
FORCE MAIN AND GRAVITY SEWER
CITY PROJECT NO. 17-03-S(1)
Sealed proposals addressed to the Mayor and City Council of Cumberland will be received at the office of the City Clerk, City Hall, 57 N. Liberty Street, P.O. Box 1702, Cumberland, Maryland 21502, until but not after 2:00 p.m., local time, on September 9, 2009. Proposals will be publicly opened and read at 2:30 p.m. on that date in the Council Chambers at City Hall. All proposals must be submitted in duplicate in a sealed envelope, plainly marked on the outside thereof, “Evitts Creek CSO Upgrades Phase 1A Force Main and Gravity Sewer. – City Project No.17-03-S(1)”.
The project consists of improvements to the existing Evitts Creek sewer system. Improvements include approximately 980 linear foot parallel 18-inch force main from the Evitts Creek Pumping Station, 1,185 linear feet of new 24-inch gravity sewer, and 2,020 linear feet of new 42-inch gravity sewer. Junction structures are included with the 42-inch sewer to allow use of the existing parallel 30-inch sewer.
A Performance Bond and Payment Bond in the full amount of the accepted bid will be required of the successful bidder. A Bond or Certified Check in the amount of 5% of the total bid shall be submitted with each bid.
The Mayor and City Council of Cumberland reserves the right to waive any technicalities and to reject any or all bids, and to accept any or all proposals which in their judgment is to the best interest of the City.
Contract Documents may be examined at the Office of the City Engineer, Room 343, Third Floor, Public Safety Building, 20 Bedford Street, Cumberland, Maryland 21502 or at Whitman, Requardt & Associates, 801 South Caroline St., Baltimore, Maryland 21231-3311. Copies of the contract documents can be obtained by contacting Katy Hunchar at 410-235-3450. Bidding document sets, including the Project Manual and Drawings, are available in electronic format. The cost of the contract documents will be $100.00, non-refundable, to cover the cost of producing the CD’s, shipping & taxes. Hard copies of the contract documents are also available at a cost of $250.00 per set for standard size drawings (24” x 36”) and $150 per set for half size drawings (12” x 18”). Payments are NOT REFUNDABLE. Checks shall be payable to Whitman, Requardt and Associates, mailed to the above address, marked to the attention of Katy Hunchar. A portion of this project will be financed through Federal and State grants, and the remainder through the State Revolving Loan Fund, Department of the Environment, State of Maryland. Therefore, each bidder must fully comply with the requirements, terms and conditions of the Water Quality Finance Administration (WQFA), Disadvantaged Business Enterprise (DBE) requirements, including the Fair Share Objective for Disadvantaged Business Participation during the performance of this contract. The bidder commits to the Fair Share Objective for Disadvantaged Business Participation contained herein, and all other requirements, terms and conditions of these bid conditions by submitting a properly signed bid.
A Prebid Conference will be held in Room 336 of the Public Safety Building, 20 Bedford Street, Cumberland, Maryland 21502 on August 13, 2009 at 10:00 a.m. The purpose of the Prebid Conference is for bidders to familiarize themselves with the site and to ask questions pertaining to the Contract Documents and the Work. Attendance at the prebid conference is encouraged but is not mandatory.
NOTE TO ALL BIDDERS: Final mail pickup from the main Post Office, Box 1702, will be at
9:00 a.m. on the date bids are to be received.
