Housing Code (Municipal Code Article VI)
Cumberland's first Housing Ordinance was adopted in 1997.

RESIDENTIAL RENTAL LICENSE
When a residential property becomes non-owner occupied or purchased to be a residential rental property within the Corporate City Limits, the property must be licensed through the City of Cumberland. The License Application can be found in the left column of this page. (See Sections 5-237, 5-238, 5-241, and 5-245)
AGENT REGISTRATION
If the owner resides outside of Allegany County, the owner is required to have a Local Agent, and an Agent Registration Form is Required to be completed, signed, and submitted to Community Development. (See Sections 5-239, 5-242, and 5-200)
SELF INSPECTIONS
Prior to the tenant moving into the residential unit, the owner and tenant need to go through the unit together and complete a Self Inspection Form. (This form is listed in the left side of this page. It can be clicked on to open and printed for the owner's convenience.) The owner/agent is to keep the Self Inspection Form with their records. This form is be made available only upon request.
