... The City of Cumberland is to receive $1 million in Community Development Block Grant funds this coming year, and the City is soliciting for CDBG Project Requests.... Due to damage caused to the traffic controller by an unidentified hit and run vehicle... The City is converting from a quarterly utility billing period to monthly, starting in August 2009. Changes resulting from the conversion actually begin during July 2009.
