Property Improvement/Roof Replacement Program
About the Program
The City of Cumberland’s Community Development Department is pleased to offer a Property Improvement/Roof Replacement Program in support of our Neighborhood Revitalization Initiative.
The City will provide grants for the improvement of owner-occupied properties within the city limits of Cumberland, that are deteriorating and in need of repairs as described in a recent code enforcement violation.
This program will provide a grant up to $24,00.00 for the improvement of an owner-occupied property
within the city limits of Cumberland that is currently deteriorating and/or is in need of repairs as described in a recent code enforcement violation.
Application Process
Interested parties may obtain an application packet from the Community Development Department. Each application must be accompanied by the following documentation:
A printed page from the MD State Department of Assessments and Taxation website showing the assessed value of the property is under $100,000
Proof of Income: Most Current Tax return or Benefit Verification Letter (SSI or Medicaid)
A description of the property maintenance issues that need to be addressed.
Proof that all state, county and local property taxes, along with City water, sewer and trash fees are all current.
Verification of homeowner’s insurance and, if applicable, flood insurance.
Project Process
Upon grant award approval, the agreed upon written scope of work will be procured per City Finance Department Procurement Policy and a contractor will be chosen based upon the policies of the Community Development PIP Review Committee.
The contractor will acquire all necessary permits. When all contracted work is completed and upon approved final inspection conducted by City staff, the job contractor will be paid directly for services included on invoice to the City of Cumberland for contracted work performed.

Q: How to Get a Benefit Verification Letter?
A: Getting your benefit verification letter or proof of income letter can be done through the Social Security Administration. Follow link for more information.
Q: Why do I need insurance for my property?
A: The property owner is required to maintain property and general liability insurance on buildings and other improvements on the property throughout the duration of the project, at the owner’s expense. Additionally, if the property is determined to be in a 100-year flood plain, as designated by the United States Department of Housing and Urban Development, the owner must maintain a flood plain insurance policy.
Q: Why do I need to provide proof of income for this grant?
A: Proof of Income is required, applicant must meet an income requirement of 50% (or lower) of Area Median Income (AMI). See chart below.
